Pay and Pay Adminstration - subpart C -- States that "to the maximum extent practicable, for fiscal years 2004 throuh 2008, the aggregate amount allocated for compensation of DOD civilian employeees under NSPS will not be less than if they had not been converted..." Since it is already past 2004 and half way through 2005, and it will be 2005/2006 before most employees are even converted into the system this timeframe is inadequate, it is much too short. The timeframe should be 2005 - 2010 minimum, and consideration should be given to 2012. In addition it should state that "unless prevented by national emergency the amount will not be less" instead of to the "maximum extent practicable".
