I have worked in the civil service as an engineer for 15 year. During that time my pay has not been at the level of private industry. I could have earned much more in private industry. The implicit contract that the federal goverment used to hire and retain me was that I was in effect trading less pay each and every year for greatly increased job security in comparison to the private sector. A large part of the increased security came with the senoirity I earned during each increased year of service. The National Security Personnel System in effect takes away from me without compensation what I have earned in job security protection. How will I be compensated for what I will lose in job protection during a RIF? Will the compensation make me whole? The application of the NSPS to new employees is a completely different subject. Those new employees understand the system that they join and the rules associated with it. The long term career employee who has devoted a major portion of his or her life to the civil service are being asked to scarifice what they have earned without compensation. It is not a fair and equitable way to treat people who have already given so much to defend this country.
