§§ 9901 part 323 The new pay schedule allows managers way too much power over the employee. Managers are chosen more on technical expertise than managerial skills. This causes a return to the buddy system. Furthermore, union changes will lessen the chance that this will stop. Most managers are not necessarily like this, but some are. This WILL become a problem for both the managers and employees. Possible solutions would include education and screening. A great person who is also a great employee does not necessarily make a good manager. part 333 Setting and adjusting local market supplements appears to replace locality pay. Please consider the fact that GS12 or under (base pay) employees could not live in most large cities. Supplementing the pay to cover this should be considered. Furthermore, the average cost of a house has almost doubled in six years were I am at, while the citizens working in this city have only seen around a 10% increase. BE CAREFUL HOW FAR part 333 IS ALLOWED TO DROP WAGES. Federal Register Vol 70, page 7553, paragraph 2 Reviewing this document, I agree that the organization must be flexible and willing to serve this country no matter personal feelings, religious beliefs or political beliefs. Also, I would even say citizens with physical problems to handicaps could help (I of course have to throw myself in with the rest). BUT, LOYALTY MUST BE EARNED. No person even came to work for the government to get rich. The team I work with stays out of town between 50% to 80% of there LIFE. Within minutes of a request from any location, we're out the door. We work in all conditions and situations. THIS IS LOYALTY. Some of my teammates are here late at night and back first thing in the mornning (and no, we do'nt always get overtime or comp time). THIS IS LOYALTY. My TEAMMATES are one reason why the government should not jump to quickly to decide. The constant changes for change sake hurts the production and moral. Example: We now have a new financial system. Money first is MIPR(or other path) and must be programmed into P2. P2 must send the funds to CEFMS. LCM which is connected to neither, must now have the P2 and CEFMS numbers programmed into it. Now if someone gives me an assignment, it takes longer than before to act on it. I must decide do I do the task without funding or do I wait(sometimes weeks). WE NEED CHANGES. Everyone knows this, but please, be careful how this will be changed. WE HAVE BEEN LOYAL, NOW ARE YOU?
