Pay & Pay Administration - subpart C -- The local supplement should not be set by DOD. There is alreay a fair established method of determining locality pay. This system should also use the same locality rates and not try to establish as separate DOD market area. The pay system needs to be re-thought to include a system that uses these fairly established locality adjustments.
