General provision- Pay & Pay Administration-Subpart C 1. What prevents management from taking a larger share of the pay pool before distributing to the remainder of the work force? 2. What elements are contained in the pay pool? How will cost of living allowances be distributed, or will they exist in this system? 3. What is the lowest pay % for acceptable work performance? 4. ( Reduction in Band) This section indicates that base pay can be reduced by 10% or more; at a briefing held on March 2, 2005 at Naval Statiion Norfolk, a question was asked concerning this reduction; Mary Lacy Director stated she didn't believe this was being considered as part of the NSPS. Is she correct? 9901.607 - Retention standing for RIF 1. This section does not clearly specify in detail how not only years in service and performance rating affects your rentention standing in a RIF situation. General question: Our organization recently went through a transformation and we were reassigned to another command, through this process our budget was reduced by over 31%. How are we going to obtain more funds for pay pools and performance with a reduced budget and planned future reductions? General question: Another BRAC closure is planned in the near future wouldn't it make more sense to plan an new system when it is known how the future of the Navy infrastructure will be after BRAC?
