Pay & Pay Adminstration - Subpart C -- There are practically no specifics on the portion of the pay pool, the pay pool panel, and the pay pool manager. (Other than that they will exist.) The structure, funtioning, and procedures, as well as outlining more clearly who and how this system works is critical in insuring fairness & equitable treatment of employees. This section should be more clearly explained, a system of checks and balances added, and be reissued for comment.
