Comments:

This system will change the way workers are paid, evaluated, promoted, fired, scheduled, and treated. These rules would create a system in which federal managers are influenced by favoritism rather than serving the civil concerns of the American people. There is no guarantee that even the best workers will receive a pay raise or that the pay offered will be fair or competitive. NSPS system is a deceptive label to reduce pay and moral. It is hard enough working multiple jobs, doing the work of people and now, with less benefits. With the implementation of this new system, employees goals will change. Instead of concentrating on their job and performing in an exemplimentary manner; employees will be concentrating on "kissing" up to the boss/supervisor, and undermining and back-stabbing other employees to ensure they become the supervisor's favorite employee and get the best rewards.
