I feel that the new PAY BAND system is a poor band aid on the problems that are existing in todays DOD. These problems need to be addressed before NSPS is put in place. 1. The majority of suppervision would not qualify for there position in the private sector, makes you wonder who promoted them there. 2. Management needs to be able to lead by example not by intimidation, who wants to work for a brow beater, people will give more when your not in fear of your boss. 3. There use to be a code that civil servants were to be pillars of the community, how offten do we see corruption, lying, cheating and deceit in our work force and most of the offenders can be found in management. 4. NSPS will not work for the good of our Country it will just perpetuate the problems that are existing in todays system and do nothing to help.
