There are many unclear areas in this new system that need further definition. Request that another comment period with the possibility of future changes, be offered after the system is more defined and in use. Suggest checks, such as a second reviewer, on performance review and raise decisions, to make the process less subjective and dependant on one persons view of an employee. Suggest clearly defined goals to meet performance standards be WRITTEN to remove subjectivity from the process. Suggest that standards state that size of facility (example -small vs large hospital) not be a limiting factor in determining pay. Workers in smaller hospitals must be multi taskers and use a wide range on knowledge vs being concentrated in one area in a larger hospital. The job is not more difficult because it is focused in one small area or it is in a larger hospital with a larger budget. Size is not an issue in determining pay within an occupation in the non federal sector. Suggest local market include a minimum 100 mile radius. System should ensure timely review of paybands, cost of living increases. System should include inflation adjustment. Cost of living raises should be yearly and be based on an index that more accurately reflects true cost of living, like gas, house increases. Need a pay pool division that does not allow money to run out before it filters down to small facilities and lower rated employees. Assure that "no money" is available is not used as an excuse to not provide employees with compensation.
