Pay and Pay Administration - Subpart C -- Reduction in Band -- This section allows up to a 10 percent reduction based on performance & conduct. I am a supervisor and I believe that this is excessive, and will lead to arbitrary and unfair practices. Past performance should be a factor -- is this the first bad rating after 5 years of excellence or a continuing pattern? A more appropriate and fair system would be to have a system that allows and encourages employees to improve. Perhaps the first year a 0 to -1% in pay, a second poor rating would result in a -1 to -2% followed by a -2% to -4% the third year. In all cases past performance history can and should be considered. We all can have a bad year a -10% penalty is excessive. Also if the employee improves they should have restoration at least to back to what they originally earned.
