My comment is on "accountability". This regulation addresses accountability as one of the key factors in the implemention of NSPS, i.e., "Ensure accountability at all levels......." It is critical that NSPS implementing regulations be specific on how the responsibility of "accountability" will be managed and monitored. There should definitely be a mechanism for employees to use to ensure that supervisors and managers are accountable for implementing fairness across the board. Accountability from Mr. Rumsfeld down to the lowest graded employee is key to fairness. This is one of the weak-links in this regulation, thus understandably one of the major concerns for the Unions. Accountability is crucial to the successful implementation of NSPS for years to come.
