I am a career civilian of the Department of Defense and i have serious problems with the NSPS. My main concerns relate to the rules on Pay and Pay Administration. The proposed rules pose a potential for serious conflict of interest for management and supervisors being placed in the placed in same pay pools as other non-management employees and showing favoritism to specific employees...we all know that it's human nature to prefer some people over others as a result those who are prefered by the boss WILL see preferential treatment in the form of larger pay checks than their counterparts. Whether it's right or wrong this is how human beings work. Additionally, the rules allow for abuse of pay pool funds and allow for the possiblity of unfare pay freezes placed on some extremely hard working employees based on the desicion of one person the boss. Potentially you will have a time bomb on your hands and I forsee large numbers of disgruntled employees leaving service for higher paying civilian or contractor positions and work standards dwindling due to low morale.. .leave things the way they are...the system has worked for years and will continue to do so...if anything increase training and classroom space to enhance your work force and compensate wprkers accordingly for that.
