Comments:
General: System needs to address a Supervisory Differential for cases where a supervisor has employees of the same payband. Otherwise there is no incentive to be a supervisor. This is especially true in the engineering fields where GS-14 and 15 grades are combined into a single payband. The Lab Demo system has an 8% differential without regard to number of supervisored employees. Perhaps the differential should be related to the number of same payband personnel but there needs to be some way to compensated supervisors over and above the people they supervisor. This differential is over and beyond the maximum salary set by a payband. This is very important because many employees at are the top of their payband.
