I am not convinced that the current personnel system has delayed, nor has the potential to delay, the war on terrorism. Before making sweeping changes, it must be proven to my personal satisfaction that our current system should be scrapped in favor of one that, on the face, appears to leave too much power in the hands of self-serving supervisory personnel. Making a qualitative judgement based on my 22 years experience in DoD, I do not have confidence in the personal integrity of MOST of those individuals with whom the power from this proposal will lie. Favoritism has the opportunity to run rampant, and once changed, what would be the chance of later adminstrations wasting the political capital on revising a program that does not impact directly on the individuals at the highest level. While I have personally known several individuals over the years that I would consider "dead wood", I believe that consistent, fair application of the current personnel system, using tools already in place, is the key to maintaining a dedicated, knowledgeable workforce. In summary, management support of the current system is all we need to support the DoD Mission, but it takes good leaders, and support from everyone.
