IOPM should allow for fast track promotional opportunities for those civilian employees who choose to continue their education on their own time and expense regardless where they are assigned. Currently, there is no system in place to reward those employees. How will NSPS change that? With the flexibility that NSPS may allow, will there be a program for those employees, especially for those who have already completed some form of education from an accredited college or university?. What about tuition reimbursement to meet the criteria for critical positions and hire within?
