Overall I think this NSPS proposal is the worst thing that has ever been proposed and is a definite step backwards. It'll do more harm than good and the reasons put forth for it's implementation are utterly ridiculous. Does the leadership actually believe that we're that dumb not to see through all the smoke and mirrors. It has nothing to do with national security but everything to do with costs and power. The opporutnity for abuse, misuse and prejudical behavior will reach unprecedent proportions. What's trying to be accomplished goes against the basic principles of what America is all about. Unions were developed to protect the rights of the workers and this proposal will utterly disband their usefulness. I'm not necessarily a big fan of the unions, and not even a union member but what's proposed in this new system destroys the basic premise underwhich this country was founded. The rights of the individual need to be protected and as a civil service employee I feel that my country and it's representatives have let me down. I've fought for this country and feel that my rights will be thoroughly disregarded under this system. The idea of losing COLAs, Locality Pay and having managers, most of whom I absolutely no respect for, determine any increases in my pay is utterly ludicrous. If managers were doing what they're suppose to be doing in the first place we already have pay for performance and the ability to get rid of dead wood etc. All the training in the world will not change bad supervisors into good ones since most have no desire to change and believe that there's nothing wrong with their management capabilities. When I signed up I was told what my benefits etc would be and accepted them with good faith. I'm doing my part but feel that the government is not standing by their promises. I think this system is a definite step in the wrong direction and as a minimum should NOT be forced upon those of us who came in service with certain promises made. Promises that would be completely disregarded with NSPS. We were given a choice to switch to FERS, why can't we be given a choice to switch to these new rules? If your going to implement a new personnel system then it should be for only for new employees who come in after it's effective date, NOT forced upon everybody.
