I feel that we were hired under a 'contract' as GS employees. We knew if we preformed our jobs as stated that we would progress at a defined rate. There was always a mechanism to reward those of merit, and the rating system required managment to ennumerate faults. To change this with existing employees would in fact brake that contract. If we go to a new pay banding system, perhaps it should only be new hires and those who elect to go into the new system similar to the FERS system was implicated. The lack of criteria placing jobs in what pay band is equally concerning. The new system seems set to be rife with favoratism and subjective observation
