Dear Sirs, It has been said by some that NSPS is literally a "living document"...growing and changing over the course of time. While I can certainly understand and appreciate the fact that the process of forming a new personnel system in order to reform the old takes time, information currently available describing NSPS is obviously intentionally vague. With all due respect as a Federal employee, I object profusely. This "living document" terminology smacks of the same treatment our beloved and enduring Constitution has received in my lifetime from many Lawyers, Judges, members of Congress, and all who hate liberty. I don't intend to lightly trade liberty for security, for if I do I will surely forfeit both. Respectfully submitted, A Godly, law-abiding, tax-paying, liberty-loving American
