The Defense Department should not change the current layoff/RIF rules, which give balanced credit to performance and the employees' valuable years of committed service. Moreover, under he proposed regulations employment disputes over such matters would be unfairly limited to the Merit Systems Protection Board. Budget are very tight - per the Myths and Facts info employees will most likley recieve a pay increase. There is no money for these increases. What happend after 2008? The regulation is not complete and has to many clause that will be defined at a latter date. The system is not broken as stated: those who are high performers are rewarded, those who are not do not recieve performace awards. The NSPS is trying to fix something that is not broken and should be terminated.
