I am not going to comment on any particular aspect of these proposed regulations. I will provide a general comment though. After working in the high technology private sector for over 20 years and then transferring to the DoD, I was very disappointed (and depressed) at the inefficiencies, appathy and waste prevelant in the current system. I support and appauld your efforts to restore flexibility and efficiency to the DoD. I especially support efforts to make workers more accountable for their work with rewards for those who get the job done and go the extra mile.
