Why do employees meet every proposed change in pay, benefits, and/or working conditions with suspecion? Maybe it is because of a long history of hidden agendas behind every proposed change. Like FERS was a means to successfully cut pension benefits. Is the new pay system really going to be fair? Or is it another way to give more to the higher-ups and less to the working folks? Is the streamlined counceling a paperwork reduction, or a means to circumvent oversight by EEO, MSPB, or unions? Do you really think that DoD employees, as a group, are such a threat to national security that you need to be able to fire them at-will? We already take an oath of office, do we need to take an oath of loyalty like the Macarthey folks proposed?
