Workforce Shaping - Subpart F -- Career and Career Conditional employees should not be placed in the same tenure groups. Employees that have successfully completed a number of years of loyal service should have more retention rights. This portion is unfair and does not protect the rights of employees. The NSPS claims that it is fair and protects employees it should demonstate this by maintaining some protections for career employees.
