I have a general question about the appeals process and how it may effect pay raises and bonuses. Let's say an employee has received an annual performance rating and was not recommended for a pay raise or bonus by the supervisor. The employee appeals this and wins. Given the fact that all raises and bonuses come from a common pool for the pay band, will the rest of the pay band employees, who have already received their pay raises and bonuses, have their income lowered (since raises and bonuses are related to the number of employees earning raises and bonuses and the total dollars available in the pay band pool) to accomodate this new raise or bonus for the appeal winning employee?
