The majority of changes as I see them, leads me to believe that Government has determined that the "First Level" supervisor are perfect individuals and not prone to mastakes or bias. You would have us to believe that the this individual should be completely in charge of our pay, IE. raises, bonuses, promotions, terminations etc. As for the removal of employees, the reason that civil service has always mistakenly stated that it is impossible to get rid of bad, incompetent employees is that they (supervision) does not follow their own requlations in the process. I would like to go on record that I think that this law is going to be proven to be one of the worst examples of LAW in history. Time will be the proof. All you have to do is look at the corporate examples of corruption the last few years. That is what happens when there is no check's and balances. Which is NSPS. Thank you
