I am concerned that a supervisor has the right to reduce or take away locality pay. I understand if an individual isn't working to par there may be no raise nor award, but to permit supervisors to reduce or delete locality pay is unacceptable. Additionally who will monitor supervisors to ensure they remain ethical?
