Performance Management Subpart D. pg. 7561 and 7562 I see no check and balance that holds supervisors accountable for using the buddy system, where a supervisor rewards his friends for being friends and not for performance. There is no mention of a safeguard to prevent this practice from happening. It currently goes on and there is nothing being done to prevent it now, why would it change? Everyone can see it in everyday operations at all installations. There is also no mention of how performance is going to be recorded, it just states that supervisors will give you a mid term evaluation prior to your appraisal. The buddy system is alive and well and there have been no provisions to prevent it or to hold supervisors accountable for those practices. That is my concern.
