5 CFR Chapter XCIX and Part 9901 Labor-Mgt Relations - Subpart I (p. 7569 #4) Impact on Existing Agreements: "Contract provisions that conflict with the provisions of these regulations and their implementing issuances are unenforceable" Therefore, employees no longer have any protection or rights that they have gained. Management can do whatever they please.
