Under Performance-Based Pay, my concern is that office personalities/ politics will inhibit the fair distribution of pay pools. There have been instances of supervisors favoring one or more employees over others during my entire career as a Government employee. What recourse does anyone have if they have not been chosen to receive a pay raise or bonus; and yet, their work is exemplary from all standpoints.
