NSPS is suppose to be an event-driven program, but it appears it is being time driven to meet the July 2005 implementation target. This date is really not feasible or practical for the bases in spiral 1.1. You could take a lot of pressure off the spiral 1.1 bases and reduce anxiety by implementing the labor relations provisions DoD first, then the other portion of the system (pay banding, performance-based pay, staffing, etc.) after the spiral 1.1 bases have received sufficient training and have had time to prepare for these major changes. NSPS is very complicated and the DoD workforce needs proper training and time to adjust. Don't force feed it to meet a date that someone may not want to slip. Do the right thing, use common sense to drive NSPS and give more time for training and transition. A 6 month slip in the implementation schedule will do much more good than harm.
