The date to have NSPS implemented at some "test sites" was set before the regulations ever came out. Memebers of our staff attended a meeting on NSPS and at that time there were questions asked that could not be answered by people representing the Division Office. If they do not know enough about this proposed plan how can it be implemented. Now that the regulations are out and I have read over them I strongly disagree with this new system! What is wrong with our pay system right now? How is the money going to be allotted so that each employee has the equal opportunity to be awarded based on their performance? I feel that each office needs more guidance on this new proposed system before it is implemented. I am all for awards based on performance, but what is wrong with on the spot cash awards? There are a lot of questions that have still not been answered about this new proposed NSPS system and until they are I do not see how it can be implemented even at the test sites!!!!!!!
