Section: Performance Management The NSPS challenges and empowers the supervisor to make decisions regarding evaluations and subsequent pay adjustments. I have worked as a full time DoD civilian for fifteen years, and have been associated with DoD civilians for over thirty years as an active, guard and reserve member. The good old boy system is alive and well. I have witnessed nepotism, favoritism, arrogance and poor supervision from the GS 15 level all the way down, consistently throughout my career. I don't see the NSPS fixing this problem. The appeal process falls into this trap. The evaluation system should include impartial 360 evaluations from peers and customers. Require supervisors at all levels to be rated similarly, including subordinates on a non-retributional basis.
