I have server this Government for almost fourty years in both military and civil service roles. Whenever a new and improved program comes along, it seems like I lose money and someone higher up gets the benefit. Maybe it is my own fault for believing the promises made in the first place. On the military side, COLA's have been cut from twice a year and almost eliminated, health care is virtually non-existant, now Mr. Rumsfield wants to cut us out of commisary privelages as well. On the Civil Service side, pensions are based on 1 % per year vice 2.5% per year. Uncompensated overtime is expected, though not recognized. Nepotism, and sleeping your way to the top is back, and will be worse under NSPS, and now you want to neuter the unions and oversight agencies by not allowing union representation in diciplinary actions, and you want the ability to slap a National Security label on any otherwise questionable administrative or dicipline actions. Maybe as a part of this proposal you should make it mandatory to inform new or perspective employees that acceptiong a civil service position requires the surrender of all personal rights accorded to other citizens and benefits and policies currently in place are subject to change or elimination at any time.
