In order to keep the most experienced people and corporate knowledge we have to reward personnel, not our buddies. The flexibility plan in my opinion is a way for upper management to promote who they want, when they want, who they like, in other words predominately men in high grade positions. In my particular situation, this would have an adverse effect because it is Government operating as usual, only now they have full power to do so. DOD wide has a tremendous problem of promoting minorities, look at the numbers it is astounding. It is not going to change anything - the deadwood still will float to the surface.
