The whole idea of this system is unfair to employees. We work for 27 years to get what we have, and then at the drop of a hat, Goerge W decides that it isn't working and he wants to change the system. The current system is fine, if it is utilized as it was intended. Putting the fox in charge of the chicken coop isn't a viable resolution. If the employees are going to be held to this type system, the supervisors, senators, congress, etc, all should have the voters of the country decide if they get raises. They work for us, or are supposed to. If we had a say in their salaries, maybe we would be able to get things we want from them instead of being a one way street. They campaign saying all of the things they will do, they get elected, they renig on all of the campaign promises. We should be able to grade their performance.
