My reaction to the NPSP is a gut level feeling of “NOT A GOOD IDEA TO IMPLEMENT”. Why is Rumsfeld wanting to destroy the Unions? Why does this plan place MAJOR emphasis on minimizing Union participation in the government workplace? Why does this plan take away my right to redress? The union was a hard won concept to my great grandfather and grandfather and father. Why is it necessary to take away this right from civilian government workers? I have read the NSPS text and hear discussions it will make a big difference in getting rid of people who hold a government position and refuse to actually contribute each work day. Maybe that is the only area we should be looking at to change? I see supervisors who have tried to work within the present system and document a case against such a ‘slacker’. I have seen them give up. This is one area of the present personnel system we can repair. My second area of concern is the idea of pay banding and rewarding those of us who excel. In the my present position I watch higher management act UN-fairly toward the lower non management grades. They disregard what is best for the organization to ensure they (higher management) get their recognition/rewards first. I have worked hard for over 2 decades. I am proud of the work I do and my contribution in support of the Army warfighter. I have received fair compensation, promotions and monetary awards. The two times I have been treated illegally I initiated protests. I used the Union for my first grievance and lost. I filed with EEO the second time and after 6 months of stress I dropped my suit. I found my avenues of protest were stacked in favor of management. Under the proposed NSPS I would not have any recourse to protest. I do not think managers are the only ones finding the present personnel system difficult to work within. But I DO NOT want to DISCARD the CURRENT PERSONNEL SYSTEM, repair it. We have the Union representation and we have the MSPB and we have EEO and we have the right to hire a personal attorney to protest an unfairness. The new system cuts most of those avenues off. I urge Congress to slow down. I request America’s elected officials to consider these changes from all working view points – not just the mouth pieces testifying before you. Hear our plea – do not okay this new personnel system. I request Congress block implementation of the NSPS and defeat its enactment.
