I have reviewed the new NSPS policy and found the main difference between it and the Civil Service/GS system we now have is the erosion of employee rights. Better performers now can receive more pay by either a cash award or a step increase, if their performance appraisal warrants it and the supervisor acknowledges it. The more mobile leaner group that NSPS speaks of pertains to the military, in my opinion, not to the civilian group. All advantages of the new system go to management and management's rights. It seems that this new system only encourages the "good ole boy" attitude. There is no manager that can be totally objective in their performance appraisals. The 'pay for performance' will erode team work because each person will want their performance noted. Longevity should be rewarded and NSPS does not do this as the GS system does. I see no advantage to the new NSPS system.
