The proposed enabling regulations for the NSPS are a good example of “the Devil is in the details”. Implementing issuances on many important details including position classification, policy and procedures for converting to NSPS, pay system, internal placement and deployment are yet to be seen. To provide for meaningful public review, these details need to be available for review with the proposed regulations as a whole, not piecemeal as is proposed. In essence, DOD is asking its employees, “Trust me.”, when many long-time employees have good reason not to. Providing the details could eliminate (or validate) many of the negative employee comments on the proposed system.
