Giving one person/supervisor the say on who gets a raise and how much is a poor system. The good old boys will run rampant, and continue to get the awards/promotions/salary increases, because they are the fair haired children. The others will be treated like red-headed stepchildren and never see another cent in their pay. Why not just offer early outs for CSRS employees (who we know you want to get rid of) without penalty for age, and leave it at that?
