It is stated that one of the main objectives of the new personnel system is to increase the quality of the federal work force. This can not be done while maintaining the discriminatory vetrans' preference program. Highly qualified candidates can not compete with much lesser-qualified vetrans when points are allocated to these people. I have seen several positions go unfilled at our installation because unqualified vetrans repeatedly rise to the top due to this unfair advantage. If these positions are to be competed and awarded to those most qualified to fill them, the vetrans' preference must be abolished. My other comment is that the National Security Personnel System has absolutely nothing to do with national security and should not be wrapped in this rhetoric. It is misleading and disingenuous. Call it what it is: A new personnel system, a copy of current demonstration personnel systems that are not widely embraced by those currently under them.
