Will you still respect us in the morning? NSPS has many benefits associated with the overhaul of the current system. Unfortunatly, for the vast majority of civil service employees, the changes are not necessarily improvments. Pay raises and bonuses will be subject to arbitrary decisons by managers with little or no oversight. NSPS provides managers with a virtually un-challangable rating system where employees dare not question ratings for fear of being labeled as a security risk for being dis-loyal to their boss. By uttering the magic words -natinal security- management is relieved from virtually all oversight in diciplinary actions. The FAA tried this type of a program and has failed miserably. Will DOD do the same?
