I am concerned that under NSPS, the following will occur: 1) The current whistleblower protections will be virtually meaningless. 2) It will end the merit-based personnel system as we know it. 3) It will give managers vast unchecked power that could lead to favoritism and motivation by intimidation. 4) It will render years of committed service almost worthless in a reduction-in-force scenario. 5) It will lower standards of living by driving down federal pay and undermining retirement security. 6) It will threaten vital teamwork by pitting employees against each other for determining who does and does not get a raise. 7) It will virtually destroy fairness and due-process procedures within the Department. 8) It will nullify most of the rights to bargain collectively that employees have had for decades.
