9901.106 Continuing Collaboration Collaboration is solely at the discretion of the Secretary, how many can attend, the issues to be discussed, and to the extent that the Secretary deems necessary, emplyee representatives will be provided with an opportunity to submit comments on draft recommendations. This is most certainly not occuring as my agency has already had teams of HR people working on new impleneting directives and guidance. We union reps have not seen it, we have not had any input into it, and hR doesn't pakn for us to have any input in it. They intend to have their policies and guidance finished and ready to roll by April 16.
