This piece of legislation is a disgrace. We all risk our lives out here without complaint and this is what we get? I cannot see how it can possibly be in the national interest to treat civilian sailors like this. There has to be a better way of doing things and improving government. Additionally, if changes need to happen, they should begin at the top instead of the bottom which is where these changes will occure. I also believe that we were not given sufficent time to respond to the proposed legislation.
