Comments:
There is no doubt that this new personnel system will undermine the civil service system and contribute to the already deteriorating low morale of the civil service workers. I have worked for DoD for over twenty years and have seen the poorest individuals imaginable promoted, even recently. This new system will expand and increase that continued, widespread "good ole boy" system to no end. Those individuals that threaten management with repercussions will be more apt to file needless complaints, tying up an overloaded system. Supervisors are not going to be made to "work with" employees. It is not going to "enhance the overall effectiveness of the Department". No way.
