I'm optimistic and enthusiastic about NSPS. Improvements in the way employees are compensated (more emphasis on contributions than longevity), simplifying the classification system, and streamlining hiring and job changes are long overdue reforms in my opinion. I recognize that there is considerable risk involved in such sweeping change, but I believe the potential improvements outweigh the risks. The limitations inherent in the current system are crippling. I offer these positive comments because I believe there are many civilian employees who feel as I do but are not as likely to speak up as those who tend to look for what might go wrong rather than seeing the potential for what can be improved. Lastly, I have a long standing concern with the power and influence of the employee bargaining units. I am not a member of the union which represents me; nor are most of the people with whom I work. The voice of the unions has become, over time, the voice of the few. It's important that DOD and OPM recognize this and give increasing consideration to comments/opinions provided by sources other than the unions.
