To whom it may concern; I am a civil service employee at Fort Carson, Colorado and have over thirty years of federal service. I am also a veteran of the U.S. Army. I am concerned with the upcoming legislation concerning the rights of all DOD civilian employees that is called National Security Personnel System (NSPS). This allowed DOD to proposed multiple changes to Title V U.S.C. Many of these changes have the potential to be detrimental to veterans and long-term civil service employees. As the regulations have been proposed, there are many areas that are to be changed but do not have any rules designed to guide DOD installations in the implementation. The entire NSPS program is extremely vague and lacks any rules for employees to view and assess the impact upon their federal careers. In addition the rules concerning Military Veterans have left most with out retention preferences that Congress placed in the law to reward their sacrifice to the National Security. I find it ironic that DOD is placing a new regulation that fails to address our veterans and then calls it in the interest of National Security. I hope that you will be able to rein in this stampeding law to insure that the rights of employees and veterans are protected. Though changes to the Personnel system may be required, it should be overlooked by the officials we elected and not be written and implemented by individuals with their own personal agenda’s. Please consider implementing Congressional oversight of this law before changes will harm the Federal Workforce and Veterans. Gilbert J.
