5 CFR Chapter XCIX and Part 9901 P.7570 Federal Register Para 7 Management Rights "The proposed regulations prohibit bargaining over the procedures management will follow in the exercise of its rights...to assign work, determine the numbers, types, pay schedules, pay bands and grades of employees or positions assigned to any organizational subdivision, project or tour of duty; to assign employees to meet any operational demand and take whatever other actions may be necessary to carry out the Dept's mission. The Dept can take action in any of these areas without advance notice to the Union" This means that employees will have no rights whatsover--they may be downgraded without reason, pay reduced without notice, moved without notice or at the whim of management if they do not like someone. WE WILL BE SLAVES AT THE WHIM OF DOD WITH ABSOLUTELY NO RIGHTS. We will not know if we can make house payments from one month to the next because pay could be reduced with no notice.
