I really don't understand why we need this complete change in our personnel system. It seems to me that old CIVIL SERVICE was working quite well and could use some fixing and fine tuning. This NSPS system is going to cost about $300 Million plus and for what? To give Donald Rumsfeld, his cronies at OPM and bad managers in the agency more power. I really believe that the $300 Million plus that we will be sinking into this corrupt and vague new NSPS system could be spent in a better and more meaningfull way by providing more armor for our troops fighting the war on terroism. We don't seem to have the funding to buy adequate armor, but we have money to revamp our personnel system and take money, rights and protection away from the DoD worker's who's job is to support the war fighter. This new NSPS program is nothing more then UNION BUSTING!!! After they bust DoD Unions, how long before they bust the private sector Unions?
