The U. S. Army Corps of Engineers has a Civil Mission, part of that mission is providing recreation at 463 flood control lakes. They are the second largest recreation provider in the nation in terms of visitation. Approximately 3,000+ Park Rangers, Park Managers, biologists, natural resource managers, and wildlife managers help to manage these lakes for the visiting public. These workers are in the same professional series as people that work for the National Park Service, US Fish & Wildlife, Bureau of Land Managment, & US Forest Service. Often employees move from one agency to the next in similar positions, and they have similar classifications, working conditions, etc. To place these employees in a separate system with no direct correlation to the GS system that exists in the other agencies places them in a distintly unfair situation -- especially if they want to compete for jobs in the other agencies. Since these employees are more aligned with these other natural resource professionals, the should be exempted from the NSPS (which is desiged for Homeland Security & DOD direct support of military operations) and remain in the GS system.
