Comments:
My concern is that Political Appointees in the NSPS system could use the "pay pool" for a given office to award other Political Appointees (e.g. Schedule C employees) under their leadership higher than civil service employees. Safeguards should be put in place to make sure that the Political Apointees are evaluated by someone in the civil service to avoid a modern day de facto spoils system.
